The government was going through changes, southerners were going through changes, and blacks were going through changes. President Abraham Lincoln issued both the emancipation proclamation and 13th Amendment to free African Americans. The freeing of African Americans greatly impacted America because it caused many things to happen to America, such as the division of the states, the Civil War, the emancipation proclamation, the 13th Amendment, segergation and racism.
